Funding for innovative companies refers to all programs that provide financial resources to support the creation, development, and sustainability of companies and their innovation projects.

Background and Challenges in France

In the current context, funding for innovative companies in France has become a major driver of economic, social, environmental, and technological transformation.

Indeed, over the past few decades, funding for innovation and R&D projects has grown steadily to support key sectors vital to French and European sovereignty. Concrete examples of this trend include the 4th Investment for the Future Program (PIA4) and France 2030.

These initiatives underscore the importance of innovation in the country’s economic development, ecological transition, and competitiveness.

Types of financing for innovative companies in France

The different categories of aid

Today, there are numerous funding opportunities at the local, national, and European levels to start or take over a business, as well as to support the maintenance and growth of existing businesses.

These funding opportunities can be grouped into three main categories:

1. Tax incentives. These tax incentives encourage French companies to invest in research, innovation, and the ecological transition of our economy.

First, they help reduce research costs through exemptions from certain payroll taxes granted by the Young Innovative Company (JEI) status and its variants (JEU, JEIC, and JEIR statuses).

Second, they help finance a portion of research, innovation, and investment expenses in support of the green industry through various tax credits (Research Tax Credit, Research Collaboration Tax Credit, Innovation Tax Credit, and Green Industry Tax Credit).

Finally, they help reduce the cost of commercializing research results through the reduced tax rate provided by the IP Box scheme.

2. Direct public aid. This category primarily includes generic aid (i.e., independent of the targeted sector), in the form of grants, repayable advances, and loans, which are offered by Bpifrance through its now-famous financing continuums (the French Tech Grant and its variations, the French Tech Lab and Émergence grants, the innovation grant, R&D and FEI innovation loans, as well as seed loans).

It also includes calls for projects, which are operational implementations of major funding programs (France 2030, Horizon Europe, etc.), aimed at providing financial support—primarily in the form of grants, repayable advances, and equity investments—to companies operating in certain future-oriented sectors and seeking to address specific challenges of our time.

3. Banking levers. These levers enable companies to access financing without diluting equity. They are generally combined with support (in the form of financing and/or financing guarantees) from Bpifrance and are primarily available as a complement to a fundraising round (typically within six months of a fundraising round).

In France, we have two types of funding programs: national programs (e.g., France 2030) and European programs (e.g., Horizon Europe).


As mentioned earlier, these programs provide funding to support businesses and their innovation and R&D projects. Organized around certain key sectors, they aim to address the challenges of our time (e.g., the ecological and digital transition).

These programs can also be implemented on a smaller scale through regional initiatives, depending on the specific needs and challenges of a given region.

Procedures for Obtaining Funding for Innovative Companies

Application and Enrollment Process

The steps required to access this funding vary from one program to another.

While the steps of identifying available funding, analyzing and understanding it, and verifying eligibility (of both the company and the project) are common to all programs, the specific steps required to access this funding then vary:

1. To take advantage of tax incentives, start by identifying the work, expenses, or income that can be claimed. Next, establish the appropriate internal processes (including time tracking and structuring collaboration agreements) and calculate the amounts to include in the tax return.

Finally, prepare all the supporting documents (whether technical, administrative, or financial) required to comply with the application rules and procedures for each program. Note that for certain incentives, you can submit a request via an advance ruling to ensure approval and limit the severity of tax audits.

2. To qualify for direct public aid, start by structuring your project and, if applicable, your consortium to enable full exploitation of the results.
