Establishing a local digital inclusion network
Combating the digital divide
The City of Fresnes sought to establish and coordinate a local network of stakeholders to promote digital inclusion. The goal was to define the network’s purpose, its positioning, and the associated services it would offer.
To this end, we have identified the stakeholders who are already involved and those who need to be engaged in order to build momentum for support, particularly through the implementation of a communication strategy tailored to the needs identified on the ground.
Dynergie served as an innovation management expert to support this strategic initiative.
Establishing a local digital inclusion network
1. Identifying and recruiting digital influencers and advocates.
2. Fieldwork and interviews with more than 10 stakeholders and users to understand their needs.
3. Persona workshop to collaboratively develop 3 to 4 typical profiles based on the insights gathered.
4. Positioning workshop to define the project’s purpose, priority services, approach to welcoming visitors, and values.
5. Communication workshop to develop key messages, tailored materials, and a communication strategy tailored to specific personas.
The results
Creation of a digital map of mediators
The project made it possible to create a detailed map of the stakeholders involved (digital influencers and facilitators), define a shared identity, and develop a targeted communication strategy, thereby increasing the visibility of the facilitators and improving access to digital technology.
A network built to last
The coordination and methodology put in place ensure the sustainability of the local network, while preparing the municipality and its residents for future technological developments.
Building trust in public services
By reducing digital stress through clear, non-stigmatizing communication, the project helps restore citizens' trust in public services.

This innovation management support effectively structured the local digital inclusion network, laying the groundwork for a sustainable initiative and preparing the City of Fresnes for future technological challenges.

The methodological approach helped effectively facilitate the development of a cooperative dynamic among all stakeholders. By “mapping” the types of needs against various identified social profiles and the nature of the responses required for each profile, this methodology made it possible to develop a comprehensive service offering built on complementary elements and shared principles. Through its neutrality, the external body serves, in a sense, as the “trusted third party” essential to the cooperative dynamic.
